[ARCHIVED] Town of Danville to Host Community Meetings on LLAD Ballot

Community Meeting Notice

Town staff answers questions and provide details on proposed assessments. 

The Town of Danville invites property owners to a virtual community meeting regarding the Landscaping and Lighting Assessment District (LLAD) No. 2025-1. The meeting will be held via Zoom Monday, April 14 from 7 to 8:30 p.m. 

This informational meeting is an opportunity for property owners to learn more about LLAD history and the current ballot, as well as ask questions and speak directly with Town staff. Ballots for the proposed assessment were mailed to property owners during the first week of April. Property owners have until Tuesday, May 20 at 5 p.m. to return their ballots. 

The Landscaping and Lighting Assessment District provides critical funding for the maintenance and beautification of public spaces including parks, landscaped medians and roadsides, and street lighting. Community input is essential to the process, and the Town encourages residents to attend the meeting to better understand how the LLAD supports Danville’s infrastructure and quality of life. 

The Zoom meeting details are available at www.danville.ca.gov/llad. The Town will also hold an in-person meeting at the Danville Senior Center on Monday, April 21, from 10 to 11 a.m. The same content will be covered at both sessions, and both sessions are open to the public. 

The meetings support the Town’s efforts to provide timely and accurate information to property owners. The Danville Town Council initiated the ballot vote on proposed adjustments to the Town’s LLAD, which was last voted on and approved by property owners in 2003. With maintenance costs rising sharply over the last decade and no LLAD assessment increases for more than 20 years, property owners will have the opportunity to determine the future funding structure for parks, streetlights, and landscaped public spaces in Danville. 

All property owners contribute to the LLAD, and original assessment structures did not include an escalator to address inflationary cost increases and new facilities added over the years. Before asking property owners for an increase, the Town took every possible step to hold down expenses, including retro-fitting street lights from sodium vapor to LED, replacing landscaping that was too water intensive, and installing more sophisticated water management systems. However, recent increases from utility providers have impacted all property owners, including the Town, and outpaced those efforts. To address a growing funding gap, the Town is asking all property owners to vote on an adjustment through a ballot mailed to each property owner the first week of April. Each ballot specifies the existing rate and proposed assessment rate.
